MANILA, Philippines—Lawmakers from Mindanao have credited young celebrity Kristina Cassandra “KC” Concepcion for her exemplary humanitarian work as the country’s ambassador against hunger.
“We applaud KC for her outstanding efforts to raise public awareness here and abroad of the need for effective solutions to the growing humanitarian needs of Mindanao,” Cotabato Representative Emmylou Taliño-Meñdoza said.
“The people of Cotabato and the whole of Mindanao are highly grateful to KC for using her sway as a celebrity to help address widespread hunger and the conflict-induced dislodgment of people,” Taliño-Mendoza said.

A mismatched plate number on an old Toyota Revo led to an encounter between suspected members of a kidnap-for-ransom group and police operatives in Quezon City early Wednesday.
All four men aboard the Revo were killed when they allegedly shot it out with operatives from the Quezon City Police District and Philippine National Police-Highway Patrol Group.
Inspector Angelo Nicolas, head of the city’s anti-car theft unit, said they spotted the green Revo on Quezon Avenue and Roosevelt Avenue at around 2:50 a.m.
PNP- HUMAN RIGHTS AFFAIRS OFFICE INVESTIGATES ALLEGED TORTURE
Police Chief Supt Franklin Bucayu, chief of the PNP Human Rights Affairs Office, said that the government does not tolerate such acts and that steps have already been done to investigate and punish those who are allegedly part of it.
Bucayu said that as a result of the incident, the PNP has created “Task Group Asuncion” composed of members of the PNP Criminal Investigation and Detection Group, Intelligence Group (IG) the MPD and the Internal Affairs Service (IAS) to probe the matter.

AWARE that if international co-operation against such forms of crime is to be strengthened, the various categories of police personnel must be given appropriate training on human rights,
The ICPO-Interpol General Assembly, meeting in Rome from 28th September to 4th October 1994 at its 63rd session:
RECOMMENDS that Members of the Organization encourage the adoption of measures designed to ensure that training on human rights is provided in police colleges.

Laguna police chief Senior Superintendent Gilbert Cruz said they set up a checkpoint at Olivares Plaza after receiving a tip that men on a tricycle had just pulled off a holdup operation.
At least six suspected members of a tricycle robbery gang were shot dead while a policeman was wounded in a shootout in Laguna province Wednesday night, reports said.
One of the policemen in the encounter was wounded in the shoulder and knee. The report did not immediately identify him but a separate radio report identified him as PO1 Wester Ortiz.
Under the scorching heat of sun, the Philippine National Police Special Counter-Insurgency Operations Unit Training (PNPSCOUT) for the Class of 2012was formally inaugurated on April 19, 2010 at the Campos Field of the Philippine National Police Academy, together with the rest of the summer training programs for other classes. Initially, their hair were cut short for a more conducive learning and comfortable training as they face the rigorous activities designed to equip them tactically and strategically. Highlights of the training were the Helirappell, Field Training Exercises (FTX), Endurance Firing and others. Far different from last year’s program for PNPScout, the Class 2012opted to conduct the summer training at the PNPA firing range, headed by their course director PSI PASICOLAN and officers and men from the PNPA.
Meanwhile, 2nd Platoon of Charlie Company, Army’s 36th Infantry Battalion under 2Lt Ryan A Perez discovered an abandoned enemy camp that can accommodate more or less 30 person at Brgy Marfil, Rosario, Agusan del Sur at 9:45 am on April 25, 2009.
Troops recovered one quart of kerosene and personal belongings from the abandoned camp.
Troops continued searching the area for other possible camp discoveries.#
In Eastern Samar, two armed NPA terrorists were apprehended following combat operations by one section of Charlie Company of the Army’s 14th Infantry Battalion, 8th Infantry Division led by 2Lt. Benjie S. Negranza at 11 a.m. on April 11, 2009 at Sitio Hitalinag, Brgy. Trinidad, Oras.
In Kalinga, two NPA terrorists were captured by the scout platoon of the Army’s 21st Infantry Battalion, 5th Infantry Division led by 2Lt. Dennis William D. Villanueva at 9:45 a.m. on April 9, 2009 after a five-minute encounter with nine NPA terrorists in Brgy. Balatoc, Pasil.
They were identified as Arsenio Anniban Casucas, who was wounded during the encounter; and Russel Sangga both of Komite sa Larangan (KLG) Baggas, Ilocos-Cordillera Regionl Committee (ICRC) under unknown commander. Troops recovered an M16 rifle.
Operating troops of 39th Infantry Battalion led by 2Lt Anthonio Santos continued to clear the hinterland of Digos, Davao del Sur for other possible discoveries, after a fierce encounter with the New People’s Army terrorists under Guerilla Front 51 which resulted to the of death two unidentified NPA members and recovery of two M16 rifles on May 17.
The fire fight was a result of an information provided by members of the Barangay Defense System (BDS) who reported the NPAs presence in the area.
Meanwhile, elements of 15th IB, 3rd Infantry Division, 3rd Explosive Ordnance Disposal and 103rd Brigade led by Major Rufino L. De Leon successfully recovered an Improvised Explosive Device at the GMA Integrated Terminal 1, Marawi City on May 16.
The 2nd INFANTRY DIVISION JUNGLE FIGHTER DIVISION HAS A VERY POOR TRACK RECORD ON HUMAN RIGHTS. CHR HAS MANY RECORDS OF SOLDIERS ABUSES IN THIS AREAS WHERE THE 2ND ID OPERATE, ESPECIALLY ON COUNTER INSURGENCY(COIN).Presently, the Jungle Fighter Division is under the leadership of MGEN FERNANDO L MESA, AFP.
THERE MUST BE A SYSTEM IN PLACE TO PREVENT THE LIGHT ARMOR DIVISION BASED IN TARLAC FROM BEING PAYED MERCENARIES TO CONDUCT COUP D’ ETAT.
1ST MECHANIZED BRIGADE (PROVISIONAL)
Today, the Division maintains five (5) Light Armor Battalions, three (3) Mechanized Infantry Battalions, two (2) separate Light Armor Companies deployed in various parts of the archipelago, one (1) Aviation Battalion stationed in Fort Magsaysay, Palayan City, an Armor Maintenance Battalion, a Headquarters and Headquarters Service Battalion, a Signal Company, an engineer Combat Company and the Armor School, 1ACT, all based in Camp O’Donnell, Capas, Tarlac.
For the first time in the history of the Armor, the Division was given a task to undertake internal security operation (ISO) mission in the areas of operation (AO) of Tarlac City, Capas and Concepcion, all of the province of Tarlac (3MIB).
